The gap between possibilities and needs dictates active involvment of all relevant institutions and organizations for rational planning, so that existing modest resources designed for this area, could be used in the most rational manner. Priority identification, action plans definition and realization of municipal action projects, point out on possible course of action in this field.
In order for this manner of work to be sustained and improved, it is necessary to develop capacities of institutions and organizations, which are the part of social care policy, and are engaged in problem resolving in this area. Considering limited budget resources of local self-government, it is necessary to clearly and presicely deduce priority fields of actions, and afterwards to direct activities towards identified target groups and beneficiaries. Strategic plan for social care is the first plan of Alibunar Municipality towards set goals. Networking and rational use of all available resources (human resources, office space and technical equipment), is one of possible ways for improving current social situation, and for improving social care in local community. Strategic plan for social care in Alibunar Municicpality defines course of future social care development in Municipality of Alibunar, in order to improve quality of life in local community.
