Municipal Assembly appoints the members of administrative and supervisory committee, public companies directors, directors of institutions, organizations and services, which are founded by municipality on four years period, unless the law stipulates otherwise.

If proceeding for selection of directors of public companies, institutions, organizations and services, whose founder or majority owner is Municipality, is not defined by law, Municipal assembly appoints directors after procedure of public announcement. The report on announcement results is delivered to Municipal assembly at least 15 days before the decision of the appointment, if law does not define it otherwise.

Companies, institutions and other organizations whose founder or majority owner is Municipality, are obligated to convey multiannual work and development programmes for approval of the Municipal assembly, as well as annual business programme.

Municipality can assign by contract, based on the principals of competition and publicity, to legal or natural person, performance of tasks from municipal jurisdiction. Assignment is regulated by Municipal assembly decision.

Companies, institutions and other public service organizations have duty to at least once a year report to the Municipality assembly on their work, no later than April 30. of current year for the prior year.
